Draft Old Connaught Local Area Plan 2025 - Proposed Material Alterations
Welcome to the Dún Laoghaire-Rathdown County Council webpage for the Old Connaught Local Area Plan (LAP).
The Draft Old Connaught Local Area Plan sets out the policies and objectives to guide future development in Old Connaught. The Draft Plan and its associated environmental reports can be viewed and/or downloaded from the document list below.
The process of preparing a Local Area Plan for Old Connaught commenced in May 2023 with a four-week pre-draft public consultation stage. An ‘Issues Paper’ was prepared and circulated, and two open days were held in Old Connaught. Submissions were invited, and the Executive prepared a Report summarising the issues raised in the 38 submissions received at pre-draft stage. The Report contained a number of policy recommendations for the Draft Local Area Plan.

The Draft Old Connaught LAP 2025, together with the environmental assessments, were placed on public display from the 6th of March to 17th April 2025. Two Public Information ‘drop-in days’ were held in Old Connaught during the consultation period. A total of 80 submissions / observations were received and are available to be viewed here.
A Chief Executive’s Report on submissions and observations was prepared and submitted to the Elected Members of Dún Laoghaire-Rathdown County Council for their consideration in May 2025. The Report is split into two Volumes as follows:
* Volume I: Summarises the issues raised in submissions / observations and sets out the Chief Executive’s response and recommendations.
* Volume II: Summarises all submissions received and lists all persons who made a submission / observation.

At a Special Council meeting on the 3rd and 4th of July 2025, the Elected Members of the Council considered the Draft Old Connaught LAP 2025 and the Chief Executive’s Report on submissions / observations received. At the meeting it was resolved by the Elected Members to alter the Draft Old Connaught LAP, and as a number of the proposed alterations constituted material alterations to the Draft LAP, it was necessary for the proposed material alterations to be subject to further public consultation.
In accordance with Section 20(3)(e) of the Planning and Development Act 2000 (as amended), the proposed material alterations to the Draft Old Connaught LAP were published for public consultation for a period of 4 weeks from 25th July to 22nd August 2025. A total of 63 no. submissions / observations were received during the public consultation period and the submissions / observations are available to view here. The Elected Members will now consider the proposed material alterations to the Draft LAP and the Chief Executive’s Report on submissions / observations received. At a Special Council meeting in late October 2025 the Elected Members may, by resolution, make the Old Connaught Local Area Plan 2025 with all, some or none of the proposed material alterations. The new Local Area Plan will come into effect 6 weeks after the making of same.
A Local Area Plan (LAP) is a statutory document prepared by the Local Authority in accordance with the requirements of the Planning and Development Act 2000 (as amended).
A LAP consists of a suite of policies and objectives to guide the development of an area for a period of 6 years. A LAP sets out a land use strategy for the proper planning and sustainable development an area and consists of a written statement and maps indicating:
- objectives for the zoning of land for the use solely or primarily of particular areas for particular purposes, or
- other objectives in such detail as may be determined by the Planning Authority for the proper planning and sustainable development of the area to which it applies, including the objective of development of land on a phased basis and, detail on community facilities and amenities and on standards for the design of developments and structures.
