DLR Moves to Unlock Housing Lands
Dún Laoghaire-Rathdown County Council (dlr) is proposing a variation to the County Development Plan 2022–2028 to respond to new national Housing Growth Requirements. The variation seeks to:
- Provide additional lands for housing to meet short-term needs up to 2030.
- Identify strategic lands that may deliver housing in the longer term.
- Address updated Ministerial guidelines on residential densities and apartment standards.
The proposed variation will be open for public inspection online and at Council offices in Dún Laoghaire and Dundrum from 18 December 2025 to 26 January 2026.

Cllr Jim Gildea, Cathaoirleach, Dún Laoghaire-Rathdown County Council said:
“Given the urgency of the housing crisis, progressing this variation is essential. The documentation, including proposed lands for housing and supporting infrastructure such as open space, is now on display. We encourage the public to review the proposals and ‘Have Your Say’ by making a submission before 26 January 2026.”
Frank Curran, Chief Executive, Dún Laoghaire-Rathdown County Council added:
“With the critical need for more housing, dlr is responding swiftly to national requirements by bringing forward lands for housing in the Woodbrook area and within the Sandyford Business District. With over 3,500 new homes delivered since 2024, Dún Laoghaire-Rathdown County Council continues to play a key role in enabling increased housing delivery.”
