Amendments to the Cherrywood SDZ Planning Scheme
Dún Laoghaire-Rathdown County Council, in its role as Planning Authority, has made eleven applications to An Bord Pleanála to amend the Cherrywood SDZ Planning Scheme 2014 (as approved) a summary of which is set out below:
Amendments No. 1 - 4 Apartment Guidelines - was approved by An Bord Pleanála in June 2017 under Section 170A of the Planning and Development Act 2000 (as amended). These amendments arose from the introduction in December 2015 of the "Sustainable Urban Housing: Design Standards for New Apartments Guidelines for Planning Authorities". The application of the policy standards in these Guidelines resulted in inconsistencies within the approved Planning Scheme which required clarification and amendment. A proposed amendment was included in the submission for Amendments 1 - 4 and related to retail sequencing, which was subsequently withdrawn from the statutory process. Amendment No. 5 Sequencing and Phasing of Development was approved by An Bord Pleanála in July 2018 to amend the Planning Scheme in relation to Chapter 7: Sequencing and Phasing of Development. The purpose of the Amendment is to accelerate the delivery of housing acknowledging the large scale of infrastructure of roads and public parks delivered to date in opening up lands for development. Amendment No. 6 Section 4.2.10 Residential Car Parking Standards was approved by An Bord Pleanála in October 2019 to amend the Scheme in relation to Residential Car Parking Standards (Section 4.2.10 of the Approved Planning Scheme 2018). The purpose of the proposed amendment is to update the Cherrywood SDZ Planning Scheme so as to align with Government Policy on housing and in particular to take cognisance of the updated ministerial guidance on car parking provision for apartment development as set out in the “Sustainable Urban Housing: Design Standards for New Apartments, Guidelines for Planning Authorities (March 2018)” as published by the Department of the Housing Planning and Local Government (DHPLG). Amendment No. 7 Beckett Road Realignment was approved by An Bord Pleanála on 15 April 2021 and relates to the realignment of Beckett Road from its intersection with Lehaunstown Lane to its intersection with Cherrywood Avenue at Junction H and Ancillary Amendments. Amendment No. 8 Building Heights and Density Review was approved by An Bord Pleanála in May 2023, and following the withdrawal of one valid appeal, became effective on 6 July 2023. The details of the approved Amendment may be found under the document list below.
Amendment No. 9 Residential Car Parking was approved by An Bord Pleanála on 22 November 2024 and is to update Residential Car Parking Standards, Section 4.2.10 of the approved Cherrywood Planning Scheme 2014, as amended. Proposed Amendment No. 10 Non-Residential Car Parking - was approved by An Coimisiún Pleanála on 12 March 2026 and is to update the approved Cherrywood SDZ Planning Scheme 2014 (as amended) to align with National, Regional and Local policy, promote sustainable public and active travel modes and address Climate change mitigation measures. Amendment No. 11 Cherrywood Town Centre and Environs Review - This Amendment, including all the Proposed Material Alterations/Modifications was approved by Resolution at a Special Meeting of dlr County Council on 4 June 2026
The purpose of this review was to update the approved Cherrywood SDZ Planning Scheme 2014 (as amended) to ensure an appropriate mix, quantum and phasing of uses in this area to secure a balance of employment, commercial, retail, residential, community and social uses.

Amendment No. 12 Sequencing & Phasing 2,300 Threshold - was approved by An Coimisiún Pleanála on 26 November 2025 and is to modify the sequencing and phasing of the delivery of homes in the Cherrywood SDZ, and bring forward 500 no. residential units, taking cognisance of additional capacity in the transport network that has now become available.
