Planning approval given for major new residential developments
The Housing Department has secured Part 8 planning approval for new housing units across several separate projects, following public consultation and approval by elected members at recent Council meetings. These developments represent a significant step forward in addressing housing needs within the County and reflect a commitment to delivering diverse, high-quality residential communities. Among the approved projects are the following:
Leopardstown Road
Located adjacent to Junction 14 of the M50, this site will host 80 residential units in two blocks ranging from three to six storeys. The scheme includes:
• 31 one-bedroom units
• 18 two-bedroom units (three-person)
• 21 two-bedroom units (four-person)
• 10 three-bedroom units
The development will feature open space, car and cycle parking, and landscaped communal areas, offering a wellintegrated living environment close to major transport links.
Mount St Mary's Dundrum
Situated on a site between the CUS Rugby Grounds and the protected Robert Emmet House, this project will deliver 129 apartments across three blocks:
• Block A (5–6 storeys): 65 units
• Block B (5–6 storeys): 56 units
• Block C (2 storeys): 8 units
A central public park of 2,481 sqm will include formal gardens, lawns, pedestrian and cyclist paths, and a structured play area. Additional features include EV charging spaces, accessible parking, and communal open spaces.
Lamb's Cross, Sandyford
This compact development on a brownfield site will provide 37 apartments in a 3–5 storey building over an undercroft level. The scheme includes:
• 29 one-bedroom units
• 8 two-bedroom units
• A 171 sqm communal space
• Energy centre and external plant area
The undercroft will house ESB substations, parking, bin storage, and mechanical infrastructure. Landscaping will enhance communal areas and the public realm along Sandyford and Hillcrest Roads.
Blackthorn Drive, Balally, Sandyford.
A new residential development is being proposed for a greenfield site located between Balally Shopping Centre and Drummartin Link Road in Dublin. The site is currently part of a publicly accessible open space and is bounded by Cedar Road to the north, Blackthorn Drive to the south, the shopping centre to the west, and further open space to the east. The proposed scheme includes the construction of a 5-6 storey apartment building over an undercroft area, delivering a total of 62 residential units. The unit mix is designed to cater to a range of housing needs and includes:
• 31 one-bedroom apartments
• 21 two-bedroom apartments
• 10 three-bedroom apartments
In addition to residential accommodation, the development will feature a community facility measuring 249 square metres, an energy centre located on the sixth floor, and an external plant area at roof level on the fifth floor.
Next Steps
Engagement has taken place with stakeholders and local residents, and Dún Laoghaire Rathdown County Council places an emphasis on continuing this engagement through the construction stage and beyond. These schemes collectively represent a major investment in housing infrastructure and community development across Dún Laoghaire-Rathdown.
