Energy & Carbon Management

Dún Laoghaire‑Rathdown County Council (dlr) is committed to leading on climate action and aligning with national public‑sector targets for 2030. These include a 51% reduction in greenhouse gas (GHG) emissions from 2016–2018 baseline levels and a 50% improvement in energy efficiency against a 2009 baseline.


ISO 50001 Energy Management

dlr manages its energy performance through the ISO 50001‑certified Energy Management System (EnMS). This internationally recognised standard provides a robust framework for continuous improvement across all council‑controlled operations, including:


Climate First Committee & dlr Energy Team

The Climate First Committee, chaired by the Chief Executive, brings together Directors of Service and the extended Leadership Team to oversee strategic progress on climate and energy priorities. The committee meets quarterly to monitor performance across departments.

The cross‑departmental dlr Energy Team, coordinated by the Architects Department, leads on energy and carbon‑reduction initiatives through targeted projects, improved processes, and staff engagement. Effective management of the Council’s six Significant Energy Users (SEUs) is essential in achieving dlr’s climate and energy ambitions.

dlr monitors energy use on a monthly basis and reports annually to the Sustainable Energy Authority of Ireland (SEAI) through the national Monitoring & Reporting (M&R) process.

The Council also participates annually in SEAI’s ‘Reduce Your Use’ campaign. 

Energy & Buildings in the Climate Action Plan

Energy and Buildings form a key pillar of the dlr Climate Action Plan 2024–2029, which outlines the Council’s long‑term pathway toward a low‑carbon, climate‑resilient County.

Energy Events

Additionally, the dlr Energy Team hosts an annual community energy‑upgrade event to support residents and local organisations in improving energy performance.
