Project Updates

Dún Laoghaire-Rathdown County Council is proposing to develop the “DLR Connector”, a walking, cycling and public realm improvement scheme.

The DLR Connector will connect neighbourhoods and villages east to west across the county via a safe and accessible walking and cycling route with public realm and greening improvements. The new infrastructure will bridge the gap between current and planned active travel routes, resulting in the delivery of 8.5km of continuous cycling and walking facilities from Dún Laoghaire to Dundrum. The facilities will enhance safety for all road users and improve access to local schools, shops and amenities by active travel modes.

The Council are seeking views from the public to help inform the scheme design. A non-statutory public consultation is being held on the scheme from 3rd June to 15th July 2025.

Why is the DLR Connector needed?

  • Existing walking and cycling paths along the route stop and start, which discourages use, especially by children, older adults and more vulnerable road users.
     
  • Parts of the route are unsafe for all road users and experience heavy traffic during peak times.
     
  • Current crossroads and roundabouts are designed in a way that makes it hard for pedestrians and cyclists to navigate safely.
     
  • Public spaces on the route could be improved with better design, seating and planting to enhance liveability and attractiveness.
  • Local and national policies call for the creation of a safe network of active travel facilities, so people can choose walking and cycling for everyday journeys.


What is planned?

  • Cycle lanes: 6km of new, high-quality, segregated cycle lanes, joining up with existing infrastructure to create an 8.5km continuous route.
     
  • Junction upgrades: Ten significant junction upgrades along the route with improved layouts for pedestrians, cyclists, public transport and general vehicular flow.
     
  • Pedestrian improvements: Footpath upgrades and safer crossings for pedestrians.
     
  • Universal design: To support an environment that can be accessed by everyone regardless of their age, ability or disability.
     
  • Segregated roundabouts: fully segregated pedestrian and cyclist facilities, making it easier and safer to cross, while facilitating efficient vehicular flow.
     
  • Bus stop upgrades: to promote safety and comfort.
     
  • Landscaping: 10,000 m2 of new or enhanced green space will be created for tree planting, recreation, biodiversity and Sustainable Urban Drainage/Rain Gardens.
     
  • Quieter streets: for Rockford Park, Rockford Green, Stradbrook Road and Monkstown Avenue Local Access Road, where the road can be safely shared by cyclists and motorists.

After the consultation period, a report will be produced presenting feedback from the public on the scheme. This will inform the design that Dún Laoghaire-Rathdown County Council will submit to An Bord Pleanála by the end of 2025. There will be an opportunity for the public to make a submission to An Bord Pleanála on the final DLR Connector scheme. 



Project Overview

Dún Laoghaire Rathdown County Council is proposing to develop the “DLR Connector”, walking, cycling and public realm improvement scheme, which would connect neighbourhoods and villages East to West across the county through a safe, accessible and attractive walking and cycling route with public realm and greening improvements.

To ensure the route is designed with the insights of the local communities along the route in mind, we are launching a thorough PRE-DESIGN community engagement programme, made up of:

● a community survey
● an informational webinar (held on December 8th) 
● a series of neighbourhood-based workshops to gather local input on the design from impacted residents, business owners and youth. (held in early January)

Project Updates

Pre-Design Consultation Report 2022:

The project survey received 320 total responses from November 2021 to January 2022. Respondents hailed from across the route area in Dún Laoghaire Rathdown, with neighbourhoods like Barton Rd East / Ballinteer, Monkstown and Deansgrange fielding the highest number of responses.

Workshops conducted in January 2022:

We held a series of neighbourhood workshops in early January on the below dates:

● January 5th (Wed) → West of N11 Zoom Workshop
● January 6th (Thurs) → West of N11 Zoom Workshop
● January 11th (Tues) → East of N11 Zoom Workshop
● January 12th (Wed) → East of N11 Zoom Workshop 

Please note that the in-person workshops are cancelled due to Covid-19 restrictions, hence we request interested participants to register for online workshop. 

We also held be a series of workshops for businesses and disability advocates, which were organised directly with representative bodies. 

Online Webinar

On the 8th of December, we held a Zoom Webinar (with over 45 attendees) to provide further information about the project, its goals, and to launch our pre-design community engagement programme. The Webinar included presentations from Dún Laoghaire Rathdown County Council, DBFL Consulting Engineers and Connect the Dots, as well as a Q&A session and a series of Zoom Polls of attendees.

Youth Workshops:

On December 15th and 17th, we held a series of youth workshops with over 60 TY students at Oatlands College and St Raphaela’s Secondary School in the Stillorgan area.

Thank you to both schools for graciously hosting us and thanks to the students – who told us about how they currently get around their areas; what kinds of transportation they prefer; what types of infrastructure makes them feel safe and comfortable; and much more!
