Residential Zoned Land Tax Consultation

Dún Laoghaire-Rathdown County Council has today published the Residential Zoned Land Tax (RZLT) Draft Map for 2027. This map identifies serviced and residential‑zoned land that may be liable for the Residential Zoned Land Tax in 2027.

 

The purpose of the RZLT, introduced in the Finance Act 2021, is to encourage the activation of zoned and serviced land to help increase the supply of new homes. The tax for 2026 will take effect from 1 February 2026, with payment due from 23 May 2026.

 

Two related public consultations are now open:

 

Have Your Say by 1 April 2026

We are inviting submissions on the 2027 Draft Map. You can:

  • Identify land that you believe should be included
  • Request that land be removed if you believe it does not meet the criteria
  • Challenge the date the land became liable
  • Support the proposed exclusion of your land

 

Submissions must be made by 1 April 2026.

The Draft Map can be viewed:

  • Online at dlrcoco.citizenspace.com
  • County Hall, Marine Road, Dún Laoghaire (10am–4pm, Mon–Fri)
  • Dundrum Offices, Main Street, Dundrum (9:30am–12:30pm & 1:30pm–4:30pm, Mon–Fri)

You can make a submission:

  • Online through the dlr Public Consultation Hub (Citizen Space)
  • In writing to:
