dlr launches new Affordable Purchase Scheme at St. Laurence’s Park, Stillorgan
Dún Laoghaire-Rathdown County Council (DLR) is pleased to announce a new Affordable Purchase Scheme on its own land at St. Laurence’s Park, Stillorgan, delivering 40 newly built one-bedroom apartments for eligible buyers.
Located in the heart of Stillorgan, the development offers modern apartment living in a well-established and highly connected area. The scheme will support first-time buyers and Fresh Start applicants, helping to bridge the gap between what they can borrow and the cost of a new home.
The development comprises 40 one bedroom apartments, designed to a high standard with a focus on sustainability, accessibility and quality of life. Prices start from €255,000.
A well-connected place to live
St. Laurence’s Park is in one of South Dublin’s most desirable neighbourhoods, with Stillorgan Village, shops, cafés and restaurants all within walking distance. Dundrum, Blackrock and Dún Laoghaire are just a short drive away.
The development also includes a new two storey library and community spaces, creating a vibrant and inclusive hub for residents and the wider community.
The area benefits from immediate access to the N11 and convenient connections to the M50, as well as frequent bus services, Aircoach links to Dublin Airport, and strong cycling infrastructure.
How the scheme works
The Affordable Purchase Scheme allows buyers to purchase a new home at a reduced price. DLR provides an equity contribution of 10% to 40%, reducing the amount buyers need to borrow. In return, the Council retains an equivalent equity share in the home, which owners may choose to buy back over time.
Applications
The online application portal will open on Wednesday, 12 August at 12pm (noon). Ahead of the portal opening, DLR Housing staff will host two drop-in public information sessions on 8 July and 15 July. Prospective applicants will have an opportunity to learn more about the scheme and speak directly with the DLR Housing team.

“This new Affordable Purchase Scheme at St. Laurence’s Park is great news for people looking to make their home in Stillorgan. It offers first-time buyers and Fresh Start applicants a genuine opportunity to put down roots and build a future in a secure, high-quality home. With excellent transport links and the addition of the new Stillorgan Library later this year, this will be a great place to live and be part of a growing community. Initiatives like this help to create strong, inclusive neighbourhoods across Dún Laoghaire-Rathdown.”
James Browne, Minister for Housing, Local Government and Heritage said:
"Great to see the launch of these forty top quality apartments at St. Laurence’s Park, right in the heart of Stillorgan. These one-bedroom apartments will offer homes to first-time buyers and fresh start applicants and that’s absolutely essential delivery for this area.
Through the Government’s Housing Action Plan, ‘Delivering Homes, Building Communities’, we are committed to making homeownership achievable for far more people. This scheme will enable people to achieve homeownership who may previously have struggled to buy a home on the open market, providing a serious pathway to secure, long-term housing.”
Frank Curran, Chief Executive, Dún Laoghaire-Rathdown County Council added:
“This development at St. Laurence’s Park reflects our commitment to increasing the supply of affordable homes across the county. It is one of several schemes currently being progressed, with more homes due to come on stream in the period ahead. We are continuing to advance a strong pipeline of housing projects to expand housing options, support sustainable communities, and enable more people to access secure, high-quality homes in Dún Laoghaire-Rathdown.”
These units form part of the overall St. Laurence’s Park development, which will deliver a total of 88 homes, including 48 social and 40 affordable homes, alongside a new Stillorgan Library due to open later this autumn.
