Contracts Signed for 80 New Affordable Homes at Highpoint Park, Leopardstown
Dún Laoghaire-Rathdown County Council is pleased to confirm the signing of contracts with Winterbrook Ltd. for the delivery of 80 new affordable homes on Leopardstown Road. This marks a major milestone in one of several projects progressing through the innovative Competitive Dialogue process, which enables the Council to deliver high-quality housing on its own land in collaboration with key partners.
Speaking at the contract signing, Cllr. Jim Gildea, Cathaoirleach, Dún Laoghaire-Rathdown County Council said:
“This development is a clear example of how planning and collaboration deliver real results. Agreed by elected members earlier this year, through the Part 8 process, it reflects our commitment to providing affordable homes for families who need them most. We are proud to see this project moving forward and creating a vibrant community in Leopardstown.”
The development will provide 80 modern homes across two blocks, comprising 39 two-bedroom units, 31 one-bedroom units and 10 three-bedroom units. These homes are designed to meet the needs of a diverse range of households, combining thoughtful layouts with contemporary design to create a vibrant and sustainable community. Situated between M50 and Leopardstown Road, the site benefits from strong public transport links, offering excellent connectivity for residents.

Dún Laoghaire-Rathdown County Council has actively engaged with developers, landowners, and builders to identify innovative housing solutions through the Competitive Dialogue approach. This project is supported by funding from the Department of Housing, Local Government and Heritage through the Affordable Housing Fund (AHF), reinforcing the Government’s commitment to affordability and sustainability. This ensures the delivery of energy-efficient homes that meet affordability and sustainability standards, while making best use of public land. The site comprises a combination of local authority land and privately owned land and was agreed by Dún Laoghaire-Rathdown County Council elected members in May 2025 through the Part 8 process.
This is one of many projects being progressed through the EU Competitive Dialogue procurement programme. Currently, well over a thousand units are progressing through various stages of the project pipeline by Dún Laoghaire-Rathdown County Council.
The Minister for Housing, Local Government and Heritage, James Browne T.D. added:
“Today’s contract signing for the Highpoint Park Development marks a significant milestone in delivering affordable housing for Dún Laoghaire-Rathdown. My department is supporting this project with approval of €8 million in funding support under the Affordable Housing Fund, ensuring that 80 high-quality, affordable homes are delivered to meet urgent housing needs. These homes will contribute to creating sustainable, well-connected communities. Affordable purchase is a central element of the Government’s housing strategy, giving people the chance to own their home where buying at full market rates might otherwise have been out of reach.”
It is through initiatives such as this and many others across the country, that we are reaffirming the Department’s commitment to accelerating housing delivery. The new housing action plan, “Delivering Homes, Building Communities 2025-2030”, focuses on speeding up the delivery of new homes with a target of the construction of 300,000 homes, ensuring safe, sustainable homes surrounded by vibrant infrastructures that support everyone’s needs.”
