Call to Homebuilders and Developers
Dún Laoghaire‑Rathdown County Council is inviting home builders and housing developers to submit proposals for the advance purchase of houses and apartments for social and/or affordable housing. The Council is seeking homes with planning permission that are unbuilt or only partly started, offered under a turnkey arrangement. The aim of this call is to help progress housing projects that have not yet begun or have stalled. Priority will be given to high‑quality developments that can be delivered quickly and offer value for money.
We are seeking unbuilt or partially commenced schemes with full planning permission, with the primary aim of activating un‑commenced or stalled housing projects across the County. Priority will be given to high‑quality developments that can be delivered at the earliest possible date, subject to value-for-money considerations.
Types of Proposals Being Sought
We will consider a wide range of proposal types, including:
- Turnkey residential units in completed developments, or schemes scheduled for completion in 2026, 2027, 2028, and 2029.
- Joint venture arrangements involving Approved Housing Bodies to deliver social and/or affordable homes.
- Phased proposals or multi‑scheme packages, where appropriate.
- Other variant proposals under an advance purchase turnkey arrangement that developers may wish to put forward.
Assessment Criteria
All submissions will be assessed under the following criteria:
- Delivery programme and timelines
- Suitability of the location for social and/or affordable housing
- Value for money
- Quality of design and construction, aligned with Department of Housing, Local Government & Heritage requirements

- All housing scheme purchases are subject to approval by the Department of Housing, Local Government & Heritage and relevant Government agencies.
- We are not obliged to purchase any scheme submitted.
- We are subject to the Freedom of Information Act 2014. Developers who wish to highlight any information as commercially sensitive must clearly identify it and provide justification.
- We reserve full discretion to assess or not assess any proposals received.
