Project Updates

Friday, 19 April 2024:

1. Works elements completed/ongoing:

• Deansgrange road reopened for two-way traffic on Thursday 18th April.
• The red coloured cycle track tar along Deansgrange Road is complete.
• Finishing works to cycle lane will continue for another week before it can be opened.
• Bus stops along Deansgrange Road are complete.  Buses will resume normal routes next week.
• Footpath and kerbing works adjacent to Brookville Park/ Springhill junction
• Utility and paving works on Kill Lane are ongoing.

2. Works lookahead:

• Signs and line marking along Deansgrange Road.
• ESB to power up new public lighting and traffic signals outside cemetery entrances
• Utility and footpath works along Kill Lane to continue until end of April.
• New ramp and continuous footpath across Brookville Park/ Springhill junction

3. Early warning items:

• The works at Brookville Park / Springhill junction will be significant causing more disruption than normal over the next fortnight. Follow traffic management guidance.

Friday, 05 April 2024:

1. Works elements completed/ongoing:

• Carriageway resurfacing works is 90% complete along Deansgrange Road.
• The tarmacadam base course for the red coloured cycle track is complete.
• Footpath and utility work in front of Kill O’ the Grange Church was completed during the Easter Holidays.
• Stonework at southern and northern cemetery entrances is ongoing.
• Manhole lids are being lifted and reset in preparation for cycle track surfacing.
• Bus stops along Deansgrange Road are now complete.

 2. Works lookahead:

• Cycle track red tarmac surfacing is scheduled for Tuesday 9th April. (Subject to weather conditions)
• Signs and line marking along Deansgrange Road.
• ESB to power up new public lighting and traffic signals outside cemetery entrances.

• Slipform cycle track kerbing works along Deansgrange Road are complete.
• Concrete foundations for cemetery entrances are complete.
• Off-site fabrication of steel railings and stonework is complete.
• Paving work at the corner of Kill Lane / Deansgrange Road (Grange Pub) (90% complete).
• Footpath work leading to Springhill is complete.
• Carriageway resurfacing works have commenced.
• Traffic lights installed at main Deansgrange entrance.
• Utility ducting along Kill Lane ongoing.

2. Works lookahead:

• Finish paving outside Grange Pub.
• Complete carriageway tarmac resurfacing along Deansgrange Road.

3. Early warning items:

Since September 2023, we have issued the following notice in DLR Traffic News

"There will be no northbound access to Deansgrange Road from Clonkeen Road / Kill Lane until approximately March 2024"

Unfortunately, the works will overrun. Deansgrange Road will reopen for two-way traffic during week commencing Monday 15th April, 2 weeks later than scheduled. Works on Kill Lane will continue until the end of April.

• Footpath and kerbing work along the northern end of Deansgrange Road is ongoing.

• Laid tarmac for new graveyard pedestrian path on 27th February.
• Excavated trench for new cycle track defender kerb
• Kerbing works for cycle track defender kerb have commenced

1. Works elements completed/ongoing:

• Footpath and kerbing works along the northern end of Deansgrange Road are ongoing.
• Drainage works along Deansgrange Road are 100% complete 
• New traffic light sequence at Kill Lane/ Deansgrange Road in operation since 12 February
• Poured concrete foundations for new northern cemetery entrance. (50% complete)
• Off-site fabrication of steel railings and stonework for cemetery piers is ongoing.
• Kerbing and footpath work at the corner of Kill Lane / Deansgrange Road (Grange Pub) (75% complete)

2. Works lookahead:

• Drainage, kerbing and footpath works along Deansgrange Road 
• Excavate and pour foundations for new Cemetery entrance pillars

Friday, 09th February 2024:

1. Works elements completed/ongoing:

• Construction of loading and parking bays for shops along the southern end of Deansgrange Road is complete.
• Footpath and kerbing work along the northern end of Deansgrange Road is ongoing.
• Drainage and utility work is ongoing at Kill Lane ( 60% complete). 
• Off-site fabrication of steel railings and stonework is ongoing.

 2. Works lookahead:

• Modifications to traffic signals in Deansgrange Village. This will optimise traffic flows for the next phase of work until March 2024.
• Drainage, kerbing and footpath works along Deansgrange Road.
• Excavate and pour foundations for new Cemetery entrance pillars.
• Kerbing and footpath work at the corner of Kill Lane / Deansgrange Road (Grange Pub).

3. Early warning items:

During February, two traffic light switchouts will occur in Deansgrange Village between 10 am and 4 pm. Stop/Go traffic management will be in operation. At least 5 days’ notice of the specific dates will be given.

Friday, 26th January 2024:

1. Works elements completed/ongoing:

• Cemetery footpath: Preparation works for the tarmacadam surface are complete.
• Drainage works ongoing opposite St. Fintan’s villas.  
• Drainage and utility work is ongoing at Kill Lane ( 60% complete). 
• Off-site fabrication of steel railings and stonework is underway.

 2. Works lookahead:

• On Monday, January 29th, 2024, the traffic lights in Deansgrange Village will be switched out from 10 am to 4 pm. There will be stop/go traffic management in operation during this time.
• Construction of loading and parking bays for shops along the southern end of Deansgrange Road will commence on Monday, January 29th.
• The existing granite pillars at the northern cemetery entrance will be removed.
• The drainage and kerbing works along Kill Lane will continue.

 3. Early warning items:

During February, two traffic light switch outs will occur in Deansgrange Village between 10 am and 4 pm. Stop/Go traffic management will be in operation. At least 5 days' notice will be given regarding the specific dates. 

 4. Other:

We would like to acknowledge that recent traffic light switch outs in Deansgrange Village have caused increased traffic congestion between 10 am and 4 pm. However, we are pleased to inform you that the most disruptive element of the road works is almost over. The contractor made substantial progress during these work periods. As a result, the majority of the future works on Kill Lane can be completed without the need to switch out traffic lights. Moreover, there will be no more traffic light switch outs on Thursdays or Fridays.

 We understand that such traffic congestion can sometimes test people’s patience. While we apologize for any inconvenience caused, we ask for your understanding and patience, particularly towards our traffic management operatives who have marshalled people and vehicles safely through the junction over the last two weeks (some of whom have experienced verbal abuse). Safety is of primary importance, and for this reason, 10 traffic management operatives have been assigned to the junction. They have performed their duties diligently in a testing environment. We ask members of the public to be respectful to workers who are simply doing their job. 

• Please comply with Stop/Go directions.
• Please do not distract the traffic management operatives while carrying out their duties.
• Respect the personal space of traffic management operatives. 
• Drive carefully through the road works areas.

Friday, 19th January 2024:

1. Traffic News

• Ducting and utility works at the junction of Deansgrange Road and Kill Lane will continue between 22nd January to 26th January 2024 from 10 am to 4 pm.  Traffic Lights will be switched off and a Stop/Go traffic management will be in operation at the junction. Friday, 12th January 2024:

1. Works elements completed/ongoing:

• Kerbing for the cemetery footpath is 95% complete.
• Parking bay lines were removed and double yellow lines were applied along Deansgrange Road.
• Utility and drainage works are ongoing at Springhill Park.
• Traffic Lights were installed at the northern cemetery entrance.

2. Works lookahead:

• Ducting and utility work at the junction of Deansgrange Road and Kill Lane. As per the early warning notice before Christmas, traffic lights will be switched out in Deansgrange Village from 15th January to 19th January 2024 from 10 am to 4 pm.  Stop/Go traffic management will be in operation.
• Cemetery footpath. Complete kerbing and path to the underside of the tarmac.
• Commence loading and parking bays for shops along the southern end of  Deansgrange Road.
• Move out existing traffic management barriers to prepare space for excavation and installation of cycleway kerb.
• Stone works to new cemetery entrances to commence.

Thursday, 21st December 2023:

1. Works elements completed/ongoing:

• Paving works in front of the BYD garage are complete
• Additional traffic management was provided for December to manage visits to the cemetery
• Paving works in front of the new Crofter’s Quarter Apartments are 95% complete.
• Excavation works for the cemetery footpath are 100% complete.

2. Works lookahead:

• Complete paving works in front of the Crofter’s Quarter
• New cemetery footpath. Complete kerbing and tarmac surface in January
• Resume works on Kill Lane in January 2024.
• Excavation and installation of cycle lane kerb will commence in mid-January
• Stone works to new cemetery entrances to commence in January.

3. Early warning items: 

• Parking on Deansgrange Road will be prohibited from 10th January 2024. Leaflets have been distributed to all affected properties, residents and businesses.
• Traffic light switchouts in Deansgrange Village from 15th January to  19th January 2024. Stop/Go traffic management will be in operation from 10 am to 4 pm.

Friday, 08th December 2023:

1. Works elements completed/ongoing:

• Civil engineering works for the pedestrian crossing at the main southern cemetery entrance are 100% complete.
• Paving works in front of the BYD garage are ongoing and 60% complete
• Railings and low wall to the northern cemetery entrance have been removed
• Paving works in front of the new Crofter’s Quarter Apartments are ongoing and 30% complete.
• Created a gap in the wall for a new pedestrian entrance and walkway at the southern end of the cemetery near Crofter’s Quarter. There will be limited access to a small number of graves between Friday 8th  Dec and Friday 15th Dec when construction works are underway. However, we will continue to facilitate access to graves impacted, by appointment (Monday to Friday 9 am to 5 pm). Email wwinters@dlrcoco.ie to arrange.
• Signage for an alternative northbound cycle route via Kill Abbey and St. Fintan’s Park is in place.

2. Works lookahead:

Friday, 24th November 2023:

1. Works elements completed/ongoing:

• Completed Civil engineering works for a new pedestrian crossing at Deansgrange Road / St. Fintan’s Villas.
• Civil engineering works for the Pedestrian Crossing at the Southern Cemetery Entrance is 50% complete.
• Completed drainage works in front of the BYD garage.
• Completed road crossing for drainage over high voltage ESB UG cable on 22 November 2023.  
• Paving works in front of the BYD garage commenced on 23 November.
• Commenced demolition of the northern cemetery entrance.

2. Works lookahead:

• Continue paving works in front of BYD Garage.
• Complete kerbing works in front of the BYD Garage.
• Upkeep of traffic management diversions.
• Works on Kill Ave until 1 December, then paused for “Operation Open City 2023”.
• Works on Deansgrange Road shall continue during December.

Additional Traffic Management will be in place for December to facilitate visiting of graves in the cemetery. The Northern cemetery entrance will be reponed temporarily during working hours.  

A traffic survey is underway in the Foxrock Ave/ Hollypark area to measure current traffic volumes.

Friday, 10th November 2023:

1. Works elements completed/ongoing:

• Kill Lane road widening works completed during school mid-term break. 
• Utility work is ongoing to create a new pedestrian crossing at Deansgrange Road / St. Fintan’s Villas.
• Drainage works in front of the BYD garage are 90% complete.
• Excavation work in preparation for new paving in front of the BYD garage is complete.

 

2. Works lookahead:

• Finish drainage works in front of BYD Garage and prepare for paving crews. New road crossing in front of BYD Garage on Monday 13 Nov . Liaison with ESB to ensure safe excavation adjacent to high voltage underground line.
• Continue works for a new pedestrian crossing at Deansgrange Road / St. Fintan’s villas. Ducting, service chambers and traffic signal infrastructure.
• Kerbing works in front of the BYD Garage. Delivery of paving materials

1. Works elements completed/ongoing:

• Drainage pipes work approx. 80% completed.
• The Footpath kerb works approx. 30% completed.
• 25% of works to 3 pedestrian crossings completed.
• Temporary traffic management works competed to install temporary traffic signals.
• Drainage pipe survey works completed.

 

2. Works lookahead:

During the mid-term break, work will take place on Kill Lane outside the entrance to the school/church. Works involve widening and reinstating the cycle facilitate.

4. Other: Works were carried out on Kill Lane to install bollards along the bus lane to restrict vehicles queuing into the bus lane

 

Friday, 20th October 2023:

1. Works elements completed / ongoing:

• Installation of bus kerbs to provide accessible bus stops.
• Excavation for new drainage system
• Installation of new gullies with 3m deep connections
• Ongoing liaison with utility companies to ensure safe excavations.

2. Works lookahead:

• Ducting, service chambers and traffic signal infrastructure for pedestrian crossings
• Continue all drainage works.
• Kerbs and footpath work.

3. Other works:

• Additional traffic management signage to assist with diversion routes to be installed.
• On Thursday the 19th of October there was an issue with the traffic signals at the Deansgrange crossroads junction. There was a cable issue resulting in the signals being off for several hours this issue has since been resolved.
• There is an ongoing issue with Google Maps incorrectly representing Deansgrange Road as being closed. We have been in contact with Google Maps to resolve it.

 

 4. Early Warning issues: Works are planned for Kill Lane during the school mid-term.

 

Friday, 13th October 2023:

1. Works elements completed:

• Work items with long lead-in times are being ordered e.g. Granite and railings for new cemetery entrances.
• Construction of new gullies. In some cases, excavations were 3m deep to connect to surface water drains. Despite this, the works have progressed well.

 

2. Works elements ongoing:

• Ducting, service chambers and traffic signal infrastructure for new pedestrian crossings.
• Kerbs and footpath works.

• Upgrade of drainage pipes to alleviate recurrent pluvial flooding issue at Deansgrange Village to commence

• Liaison with local schools to arrange work on Kill Lane during the mid-term break

• Ongoing liaison with Traffic light signal control centre and Gardai
• Meetings with public/businesses by Circet and DLR, >10 formal meetings to date plus normal day-to-day meetings
• DLR contacted Google Maps to resolve an issue where the one-way system was incorrectly represented.

7. Other:

• Ongoing review of traffic management installation to ensure correct signage is in place and easily understood. There have been reports of people ignoring the signs and travelling incorrectly against traffic management instructions. This is being reviewed on an ongoing basis and appropriate measures are being installed
• We are considering the installation of a 30kph road works speed limit along the road

 

Thursday, 28th September 2023: Construction works are well underway. New drainage gullies and kerbing works have commenced. The new one-way system is in operation. We are working with all stakeholders to optimise the system and ensure it operates as efficiently as possible for all road users.

Monday, 11th September 2023: Circet has been appointed as the contractor for this scheme. They have mobilised onsite and commencing site investigation works. They will be installing a one-way system on Deansgrange Road between St. Fintans Villas and Kill Lane on Monday the 18th of September to facilitate the works.

Friday, 8th September 2023: The public consultation for this scheme closed on 27 October 2022.DLR has reviewed all the feedback and comments received. The Chief Executive’s Report on the Public Consultation was brought to the Elected Members. The report and its recommendations were noted by Councillors and amended by resolution at the Dún Laoghaire Rathdown County Council meeting on 13 March 2023.

Background

The Dún Laoghaire-Rathdown County Council (DLR) Active School Travel project is centred on the concept of providing a connected and safe network of walking and cycling routes to schools across the county, and this concept has been emphasised from project inception in August 2020.

The Sea to Mountains route will link east to west across the County. Starting at Blackrock Dart Station, crossing the N11 to Deerpark. It will then continue south linking to the Sandyford Cycle Route and Kilmacud Luas Stop and on to the Slang River Greenway and Wicklow Way.

The Park to Park route will link north to south across the county. Starting at the coast at Blackrock Dart Station and then joining the existing pathways in Rockfield Park. From there it will continue south along Deansgrange Road linking to the Loughlinstown to Deansgrange Greenway and ending by linking south to the coast.

The Mountains to Metals route will link east-west across the county. Starting at the Sandyford Cycle Route, linking to the Sea to Mountains Route, the route also links up to the Park to Park route, north through residential areas and new developments and on to the Metals.

The proposed routes aim to connect quiet residential streets with existing safe walking and cycling infrastructure, to create a joined-up network.

Need for this project:

Dublin is the 17th most congested city in the world. Car ownership levels in Ireland have risen exponentially over the last 30 years.

No new roads are being built to keep up with this increased demand and there are no options to increase traffic capacity on the existing roads. This means that congestion levels will continue to deteriorate if alternatives are not provided. Both local and national policies are directing that we reduce C02 emissions by half in the next 7 years. This means that almost half of the current car trips need to be converted to sustainable traffic trips to meet these objectives. The Bus Connects plan is proposing high-quality public transport for DLR which will provide improved public transport. For other areas, a high-quality walking and cycling network is required.

Current Project Status:

Over the last 3 years, DLR has been implementing the Active School Travel network. The last remaining section to be completed is Deansgrange Road. During this time DLR had proposed a variety of different design options for Deansgrange Road. There has been a series of public engagements both statutory and non-statutory. In March 2023 the Elected Members of DLR voted to approve a scheme on Deansgrange Road that provides for two-way traffic and two-way cycling on the road. This design requires the removal of public parking along Deansgrange Road.
