Yes. You are welcome to apply for heating upgrades that do not include new gas or oil boilers. You may still apply to fix a fossil fuel boiler, e.g apply for a part to mend the boiler, or apply for a second hand gas or oil boiler to be installed by a registered contractor. Following the completion of the internal review, you may seek an independent review of the decision from the Commissioner for Environmental Information. Appeals to the Commissioner must be made within one month of the internal review decision. You may also appeal to the Commissioner if the Council does not reply to your request for an internal review of the original decision within one month.

If your central heating system has been installed by a registered contractor, it should be run from a separate expansion tank in the attic. This water should not be affected by a water main shutdown and it should be safe to run the system. However, you should check with your installer/plumber to confirm.
