Dún Laoghaire-Rathdown County Council is delighted to announce the delivery of 87 new, A-rated homes at Herbert Hill, Sandyford Road, Dundrum, Dublin 16. These homes are being provided under the terms of an Enhanced Long-Term Lease Agreement. Please read our FAQ's here.

Herbert Hill is located in a well-established and active urban area with a full range of amenities and services on its doorstep. In addition, it is served by strong transport links, including the LUAS, and is close to key employment areas such as Sandyford. All of these factors support the Council’s objective to deliver cohesive and sustainable communities.

Enhanced Leasing was introduced by the Department of Housing, Planning and Local Government in 2018 under Pillar 2 of Rebuilding Ireland: Action Plan for Housing and Homelessness. This scheme is targeted at newly-built or yet to be built houses and apartments and provides for long term leases which require the owner to provide day-to-day maintenance of the homes.

Speaking about the agreement, An Cathaoirleach of Dún Laoghaire-Rathdown County Council, Councillor Shay Brennan said

“I am delighted that the Council has secured these much needed one, two and three bed apartments that can now be made available to households on the housing list and existing Council tenants who are in need of a transfer or who wish to downsize to smaller accommodation which is better suited to their needs.”

Catherine Keenan, Director of Housing, stated

dlr is providing housing through the full suite of options available to it, by direct build, Buy and Renew, acquisitions, working in partnership with Approved Housing Bodies and the Land Development Agency as well as leasing and HAP.  Utilising all of these options enables Dún Laoghaire-Rathdown to exceed its targets year on year.”

This is the first Enhanced Long-Term Lease Agreement entered into by the Council, and is the first local authority to deliver new homes through this mechanism. This has been achieved with the support of the Department of Housing, Planning and Local Government, the Housing Agency and the National Development Finance Agency and will provide much needed homes, with low running costs, for people in need of housing support in Dún Laoghaire-Rathdown.
