The Dun Laoghaire-Rathdown County Digital Strategy is a plan that sets out what the Council aims to achieve in the digital realm, outlining strategic goals and objectives to maximise the opportunities of digital for the entire county. It is an agile strategic document that will change and evolve over time to adapt to a continuously changing digital society.

 

Our strategy relies heavily on engagement and co-creation and to that end we have adopted a quadra helix approach, incorporating four broad cohorts: Citizens, Business, Government and Academia. Through outreach and engagement with these groups a programme of works will be developed to enable us to deliver on our goals and drive digital transformation across the County.

 

Digital technology is evolving at a rapid pace and is having an impact on the way Local Authorities interact with citizens and businesses. Our Digital Strategy aims to use this technology as a tool to drive innovation and support the delivery of existing Council services.

Principles

Our Digital Strategy is underpinned by three key guiding principles.

 

1. Future-proof the County - dlr is working to ensure that our county is ready to reap the rewards of digital transformation. We are working to deliver high-quality broadband connectivity and to ensure that there are no blackspots.

 

2. Build Resilience - we are cognisant of the criticality of ensuring and maintaining the connectivity of our citizens and businesses, enabling access to online trading and digital learning opportunities.

 

3. Leave no-one behind - as our society and economy are incfreasingly digitised Dun Laoghaire-Rathdown County Council are committed to combating digital poverty and building a more digitally inclusive county.

 

Areas of Focus

An examination of Dun Laoghaire-Rathdown in a digital context has highlighted four pillar areas that will be our focus for the coming years.

 

Digital Infrastructure - to ensure that suitable digital infrastructure is in place throughout the county. Access to broadband is a necessity to allow citizens and businesses realise the benefits of the digital economy and digital society.

 

Economy - to enhance and support the Dun Laoghaire-Rathdown economy with an emphasis on capitalising on digital opportunities, in line with the National Digital Strategy.

 

Digital Skills - to bridge the digital divide by ensuring the citizens of the county have access to digital skills training and education opportunities

 

Government - to use digital opportunities to strengthen local democracy and public services to benefit the citizens of the county

dlr Online Grants Scheme

The goal of the Online Grants project was to switch from the original paper-based system of grant applications to an online, paperless system. This switch was designed to benefit both applicants and dlr staff. The online system has optimised the application process for users by automating aspects of the process such as those associated with user profiles and total expenditure calculation and has also increased the accessibility of the application process to a wider audience. For staff, the time spent on grant analysis was reduced leading to efficiencies in the internal systems of reporting and greater transparency of outputs to Council members for approval.
