Dún Laoghaire-Rathdown County Council (dlr) is seeking to engage with private property owners in the area who are interested in leasing properties to the Local Authority.  Leasing your property to the Council takes the uncertainty out of being a Landlord with the provision of a guaranteed rental income.  There are a number of different arrangements under the leasing initiative.

Standard Leasing

If you are a property owner with a vacant house or apartment which complies with private rented dwelling standards, dlr would be interested in hearing from you. By entering into leasing agreements, ranging from 10 – 25 years, a property owner can benefit from:

  • Guaranteed rent
  • No tenancy management
  • No day to day maintenance costs
  • No rent collection, arrears or void periods
  • No advertising costs or/and tenancy fees

Enhanced Leasing

Enhanced long-term leasing is similar to Standard Leasing and is available to property owners who can deliver properties at scale (minimum of 20 units or more required) and can also provide the requisite property maintenance services under the terms of the lease. This can take the form of recently finished dwellings, vacant homes, or yet to be built residential projects.

Repair and Lease Scheme

If you have a vacant property in need of refurbishment and want to bring it back into use, the Repair and Lease Scheme offers the property owner the opportunity to have the cost of necessary repairs met upfront by either the Council or an Approved Housing Body, through a loan (up to a maximum of €40,000) which is then repaid by the owner over the term of a lease agreement.

Rental Accommodation Scheme Type Availability Agreements

The Rental Accommodation Scheme (RAS) type availability agreements are a shorter alternative to Standard Long Term Leasing. With arrangements that are typically for periods of 1 to 10 years, the property owner acts as a landlord to the nominated tenant, must register the tenancy with the RTB and is responsible for maintenance, repairs and insurance of the property for the duration of the agreement. dlr will subsequently pay the rent on behalf of the tenant.

Mortgage-to-Rent Scheme

The Mortgage-to-Rent scheme (MTR) aims to help homeowners who are at risk of losing their homes, due to mortgage arrears, by letting them switch from owning their home to renting their home as social housing tenants. The MTR scheme is only available if you are eligible for social housing support and your mortgage is unsustainable.
