Town & Village Scheme 2020 is now open for Expressions of Interest.

Funding available for Dún Laoghaire-Rathdown projects under the 2020 Accelerated Measures &  2020 Town and Village Renewal Scheme

Dún Laoghaire-Rathdown County Council is seeking Expressions of Interest from community groups and businesses in towns and villages in the Dún Laoghaire-Rathdown County administrative area for projects to be included in the 2020 Town and Village Renewal Scheme and the newly announced Accelerated Measure Scheme in Response to Covid-19. 

Funding is provided through the Department of Rural and Community Development to support the revitalisation of towns and villages to improve the economic development of our rural towns and villages. In this area, Expressions of Interest from rural towns and villages may be considered in respect of the villages of Kilternan, Glencullen, Stepaside and Sandyford Village Centre.

This year there are two elements to the scheme as follows: 

2020 Accelerated Measure 

The Accelerated Measure Scheme in Response to Covid-19 will target towns and villages with a population of under 10,000 people. 

  • Up to 90% of the total cost of a project under the Town and Village Renewal Scheme will be provided for any individual project.
  • There will be a maximum level of fund of €25,000 per project, with the possibility to increase to €40,000 for a small number of high impact projects.

2020 Town and Village Renewal Scheme 

The Town and Village Renewal Scheme Main Scheme will be targeted at two categories of Towns/Villages, with 60% of funding being made available for category 1 towns: 

Category 1: Towns and villages with a population of less than 5,000 people. 

Category 2: Towns with a population of 5,001 to 10,000 people. 

  • Up to 90% of the total cost of a project under the Town and Village Renewal Scheme will be provided for any individual project.
  • The minimum grant which is available is €20,000 and the maximum is €100,000. A higher maximum of €200,000 will be considered for a limited number of projects where a robust case demonstrating exceptionally strong economic benefit to the town or village can be made.

Please note that emphasis will be placed on projects that have clear positive economic impacts on the town or village.

Role of the Dún Laoghaire-Rathdown Local Community Development Committee

The LCDC will be a committee of the Dún Laoghaire Rathdown County Council and its primary role will be to develop, co-ordinate and implement a coherent and integrated approach to local and community development.  This will involve the following:

  • Have primary responsibility for co-ordination, planning and oversight of local development spend
  • Bring a more coherent approach to the implementation of local and community development programmes and interventions.
  • Drive meaningful citizen and community engagement in scoping, planning, delivery and evaluation of local and community development programmes.
  • Ensure a more efficient administration of local and community programmes and delivery structures.
  • Develop approaches that focus on learning and feedback.
  • Explore and pursue opportunities for additional funding resources.

Functions of the Dún Laoghaire Rathdown Local Community Development Committee

The proposed functions of the LCDC is to:

  • Prepare the community element of 6 year local economic and community plan
  • Co-ordinate, manage and oversee implementation of Social Inclusion, Community Activation Programme (SICAP) including the Local Community Development Programme and the Rural Development Programme (LEADER)
  • Ensure effectiveness, consistency, co-ordination and avoid duplication of public funded programmes.
  • Pursue co-ordination of all community development programmes.

In regard to these functions the Council will provide administrative support for the work of the LCDC.

Membership of Dún Laoghaire-Rathdown LCDC

The membership of the LCDC and the mechanism for selecting these members is prescribed in the legislation and guidance. 

This membership comprises of a range of statutory and non-statutory socio-economic partners drawn from the Councils administrative area.
