Please be aware that submissions/observations for Strategic Housing Development SHD applications must be sent to An Bord Pleanála only. Any submissions on SHD applications which are sent to this County Council will be returned to the sender.
Please be aware that submissions/observations from third parties in relation to Significant Further Information must be submitted by post or email (email@example.com) and cannot be submitted via the online submission portal.

•Submissions/observations must be made within 5 weeks beginning on the date of receipt of the planning application. The five week period commences on the day that a planning application is received, such that the last day for receipt for a submission/observation to an application received on Tuesday 1 November is Monday 5 December. If the last day of this five week period falls on a Saturday, Sunday or Public Holiday, submissions/observations can be accepted on the next working day.
•Submissions/observations received after the period of 5 weeks beginning on the date of receipt of the application shall be returned to the person concerned along with the fee and cannot be considered by the planning authority.
•Submissions/observations must be accompanied by a fee of €20.00 which can be payable by cheque / postal order / laser / credit card.
•Cheques and Postal Orders should be made payable to Dun Laoghaire Rathdown County Council
•No cash to be included in postal submission/observation.
•If no fee is attached to the submission/observation it will not be considered and shall be returned as invalid.
•Any submission/observation received shall state the name of the person or body making the submission/observation, indicate the address to which any correspondence relating to the application may be sent and include the reference number of the application concerned.
•In the case of a submission/observation with multiple signatories, an acknowledgement will be sent to one signatory only, the address of which should be indicated on the submission/observation.
•Please note, in accordance with Article 35 of the Planning and Development Regulations, persons who made a submission or observation on a planning application will only be notified of the receipt of Further Information or Clarification of Further Information,where that Further Information or Clarification of Further Information is considered significant and requires new public notices. Further Submissions from existing submitters can only be accepted following the receipt of significant Further Information. There is no legal provision to accept submissions / observations when Further Information is not significant.
Withdrawal of an submission/observation:
There is no mechanism in the regulations for the withdrawal of submissions or observations. You may however, make a further addition to your submission instructing the Planning Authority to disregard your original observation. This must be done as soon as possible, as we can only accept any form of submission on a planning application within the first five weeks. Both letters then remain on the file.
Persons making a submission/observation on a planning application should be aware that comments involving allegations of any kind against a named or otherwise identifiable person or organisation may be viewed as defamatory by the subject of the comments. Persons may be sued directly for any defamatory allegations in any submission/observation and should avoid making such allegations. Any submission/observation made to the Planning Authority is made available for public inspection both in the hard copy file and on the Council's website. In the event of any potentially defamatory allegation giving rise to legal action against it, the Planning Authority may seek indemnity from the person making the allegation.
The planning process is an open and public one. In that context, all planning application documents are made available for public inspection. This information may also be placed on the Council's website.
