The Local Government (Charges) Act 2009 introduced a €200 annual charge for the owners of non-principal private residences. The charge applies mainly to owners of private rental property, holiday homes and second homes as well as vacant residential property unless newly built but unsold, and that form part of the trading stock of a business.
Liability to pay the charge is assessed by owners themselves. Ownership of a Non Principal Private Residence (NPPR) on the 'liability date' (31st July in 2009 and 31st March in subsequent years) determines liability to pay the €200 charge.

If unpaid, the total amount outstanding in respect of charges and late payment fees from the 31 July, 2009, to the 31 August, 2014, is €7,230.00 in respect of each property (additional late payment fee of €20 in respect of each liable month and entire N.P.P.R. liability increased by 50%).
Significant numbers have paid the NPPR liability and many more payments are being processed at present. The Council is conscious that many more people want to settle their NPPR liabilities. Some people may need to clarify aspects of the liability.
This Council is aware that certain people will not be in a position to discharge the entire liability in one payment and in such circumstances will accept a mutually acceptable payment plan.

- Download and fully complete the Existing Customer Non Principal Private Residence (NPPR) Registration Form or if you are a new customer, please download and fully complete the New Customer Non Principal Private Residence (NPPR) Registration Form & return the document with payment to NPPR, PO Box 11654, Dublin 8. All payments should be made to NPPR.
