Dún Laoghaire-Rathdown County Council wishes to advise that there will be an impact on certain services over the period of 13 March – 5 May.

While the Planning Service is operational here in DLR, and continuity of service is important to us priority is being given to our time limited statutory functions. We are awaiting the detail of new legislation and will advise on our website on any changes. In the meantime if you have a query regarding our Planning Department, it can be found here

The below information is subject to change and addition as the situation evolves with the COVID 19 outbreak. We wish to advise all citizens to stay in touch with latest updates on our website and social media channels.

From 0800 Wednesday 18 March until further notice access to all Dún Laoghaire-Rathdown County Council public offices (County Hall, Dundrum Offices and others) will be discontinued for members of the public (, our email ( and phone (01 2054700)

For the duration of this period:

  • All dlr Libraries will be closed to the public including My Open Library, but extensive online services from the libraries are still operating.
  • All events listed on are cancelled. Unfortunately this will mean that the Mountains to Sea Festival for 2020 is cancelled.
  • dlr Parks are open but the playgrounds have been closed in line with Dept of Health social distancing guidelines.
  • dlr CoCo Markets in Peoples Park and Marlay Park are also cancelled in line with Dept of Health social distancing guidelines.
  • All Community Centres in the dlr area are closed.
  • dlr Heritage Events are cancelled.
  • dlr Parks events are cancelled.
  • dlr Park clubhouses will not be available to use.
  • dlr Allotments have been closed.
  • dlr Cemeteries Office in Deansgrange will be closed to the public, but staff are contactable by phone (  01 2893416) and email (
  • All dlr Leisure Services Ltd. have advised the Council that they are closed from Friday 13th March until 12th April inclusive.
