Intro Text 

The Department of Housing, Local Government and Heritage (DHLGH), by letter dated 2nd August 2017, (Circular PL 7/2017 refers), mandated:

All local authorities in the Dublin area and the other four main cities were to develop and adopt Vacant Homes Action Plans by the end of October 2017. Covering the period from 2017-2020.

The objective of the action plan is to: 

• Get a better understanding of the current vacancy levels.
• Find where empty homes are located and who owns them.
• Prioritise and target those areas where housing demand is most severe.

The demand for social housing in our area is far greater than supply. As a result, there are close to 5,000 people on our social housing support list. We are maximising delivery through using all options available to increase housing supply, including: 

• Construction,
• Acquisitions,
• Leasing,
• HAP,
• RAS,
• Working with Approved Housing Bodies.

Due to the very high rental income that can be achieved in the private sector in this area and the high demand, there are very few vacant homes or homes available for rent in the market in our area. However, there are some homes that are vacant, as they are not up to letting standard. Using these vacant homes is another option which may help in addressing increasing demand. Bringing vacant homes back into use is also a benefit to communities, as vacant homes can be unpleasant and attract anti-social behaviour.
