Permanent remedial works at Coliemore Harbour

Update 18th November 2022: Dún Laoghaire Rathdown County Council are happy to note that An Bord Pleanála approved the planning application for the proposed development of permanent remedial works for the Southern Pier walkway in Coliemore Harbour. A copy of An Bord Pleanála’s planning approval is attached and available for review.

 

The on-site works are due to commence in late Q1 of 2023 when weather conditions are expected to be more favourable.

 

Dún Laoghaire Rathdown County Council will be making an application for approval to An Bord Pleanála in relation to the proposed development of permanent remedial works for a pier walkway in Coliemore Harbour which is a protected structure. This is in accordance with In accordance with Section 177AE(4)(a) of the Planning and Development Act 2000 (as amended).

The proposed development will comprise;

  • the mobilisation and site set-up, including access to viewing platformand obstruction removal (bollards etc);
  • removal of temporary walkway to allow access for grouting;
  • phased grouting works of the harbour wall by gunition and/or pointing method into open joints in rock mass to improve stability and prevent grout loss followed by compensation grouting of the larger voids;
  • installation of up to 16 rock anchors from the suspended platform via a crane located on the viewing platform;
  • grouting of the rock anchors;
  • headplate installation, with grey olive metal rings welded to the top of the bars;
  • resurfacing existing walkway; and pointing and post condition works.

A Natura Impact Statement (NIS) has been prepared as part of the application for approval in respect of the proposed development.

A copy of the NIS and project particulars (including the Environmental Impact Assessment (EIA) Screening Report) may be inspected free of charge or purchased on payment of a specified fee (which fee shall not exceed the reasonable cost of making such copy) during public opening hours, from 05 May 2022 for a period of 6 weeks until 16 June 2022 at the following locations:


•The Offices of An Bord Pleanála, 64 Marlborough Street, Dublin 1
•The Offices of Dún Laoghaire Rathdown County Council, 2 Marine Road, Dún Laoghaire, Co. Dublin

Submissions or observations may be made only to An Bord Pleanála from 05 May 2022 for a period of 6 weeks until 5.30pm on 16 June 2022 in writing at 64 Marlborough Street, Dublin 1 relating to:

i.the implications of the proposed development for proper planning and sustainable development in the area or areas concerned; and
ii.the likely effects on the environment or adverse effects on the integrity of a European site of the proposed development, if carried out.

They must also include the following information:
i.the name of the person making the submission or observation, the name of the person acting on his or her behalf, if any,
ii.the address to which any correspondence relating to the application should be sent,
iii.the subject matter of the submission or observation, and
iv.the reasons, considerations and arguments on which the submission or observation is based in full.

Any submissions or observations which do not comply with the above requirements cannot be considered by An ABP.
