Every County Council and City Council shall each prepare and adopt a report (to be known as the annual report) in relation to the performance of its functions during the preceding year and shall as soon as may be furnish a copy of the annual report to each member of the County Council or City Council, as the case may be, and to such other persons as it may consider appropriate.
