Litter Management Plan

Under the Litter Pollution Act, 1997, Local Authorities are required to adopt Litter Management Plans for their areas. Dún Laoghaire-Rathdown Councy Council’s latest plan was adopted in February 2006 and covers a three year period. It includes information on litter prevention and control activities and the setting of objectives to tackle the problem of litter pollution.

 

The Litter Management Plan has a multi-faceted approach to the problems of litter pollution incorporating initiatives in relation to local authority services, waste minimisation and recycling, litter enforcement, anti-litter/environmental promotion and education and community involvement to tackle litter.

Under the Litter Management Plan, Local Authorities are also required to produce a Litter Action Plan.

The Litter Action Plan recognises that the problem of litter will not be eradicated unless a multi-dimensional approach is taken.  A fundamental change of attitude is required on the part of the public to recognise that litter is anti-social. At one level such a change can be achieved by the heightening of awareness of litter, its causes and its consequences; at another level stringent enforcement through on-the-spot fines and prosecutions may be required.

In tandem with both these approaches the local authority must itself, in terms of its own delivery of environmental services and the development of policy, endeavour to achieve standards of excellence and involve the local community, both residents and business people, in that process.
