The primary aim of the loan scheme is to enable persons with low to middle incomes to acquire a property of a modest standard. The scheme will apply to persons who are unable to obtain loans from commercial agencies such as banks and building societies.
It is necessary to produce documentary evidence that a loan has been refused by both a building society and a bank before the application can be considered by the Council.
