Tyres & Waste Tyres Regulations
Approximately 3 million tyres are placed on the market each year in Ireland. It is estimated that around 35,000 tonnes of waste tyres are generated annually, although accurate data has not previously been available to verify these figures. Whilst waste tyres are not specifically classified as a hazardous waste, they have the potential to cause significant environmental pollution if not disposed of correctly.
The Waste Management (Tyres & Waste Tyres) Regulations 2007, have therefore been introduced in order to establish a national system to allow for the management of waste tyres in an environmentally responsible manner.
These Regulations provide a framework for monitoring and comparing the amount of waste tyres circulating in Ireland, with the actual quantities placed on the market by the tyre industry. They also create a mechanism for tracking the movement of waste tyres from the time they are discarded, until they are eventually either re-used or recycled.
Tyre Producers, Suppliers & Collectors
The Regulations impose various obligations on persons who supply tyres to the Irish market, whether as manufacturers, wholesalers, suppliers, traders, or retailers, and also on the collectors of waste tyres.
An exemption from these obligations is available to tyre businesses who participate in an industry compliance scheme operated by an approved body. There are currently two such approved bodies in Ireland. Any tyre producers, suppliers or collectors wishing to join an approved compliance scheme should contact either of the organisations detailed below:

Self-Compliers
Producers, suppliers and authorised waste collectors of tyres who opt not to participate in an approved collective compliance scheme are described as “Self-Compliers”.
Self-Compliers must register annually with their local authority, pay annual registration fees, and submit regular reports on the quantities of tyres placed on the market or accepted for collection. A copy of the registration application form can be downloaded here: Tyres Self-Compliers Form

Farmers
Farmers who store waste tyres for the purposes of anchoring silage covers are also subject to obligations under the regulations. However, an exemption applies to farmers who accept waste tyres from authorised waste collectors who participate in an approved collective compliance scheme.
