End-of-Life Vehicles
End-of-Life Vehicles (ELVs) are typically vehicles such as motor cars or light commercial vans that the owners wish to dispose of as waste. Since 1 January 2007, registered owners of ELVs may deposit their vehicles free of charge at local Authorised Treatment Facilities (ATFs) where they are de-polluted, dismantled and stored in an environmentally responsible manner.
Producer Responsibility
In accordance with the "Polluter Pays Principle", Motor Vehicle Producers (defined as vehicle manufacturers and/or importers) are legally required to establish national collection systems, consisting of a network of Authorised Treatment Facilities, for the recovery and treatment of ELVs that they have placed on the market in Ireland. They must also register annually with each local authority and submit an Implementation Plan, Annual Report, and Registration Fee in order to obtain a Certificate of Registration.
Each Producer's national collection system shall have at least one ATF in every local authority area that shall provide free take-back for vehicles of that Producer's particular marque or brand. Additional ATFs are required in counties and cities with a larger population base (i.e. one facility per 150,000 citizens).
Disposing Of Your End-of-Life Vehicle
ATFs have been established throughout the country but so far none has been developed within Dún Laoghaire Rathdown. Negotiations to address this situation are continuing at national level. Pending the establishment of Authorised Treatment Facilities in Dún Laoghaire Rathdown, car owners wishing to dispose of waste vehicles are requested to directly contact the relevant producer responsible for the vehicle brand, in order to arrange disposal.

Car Owner Responsibility
Under Article 35 of the Regulations, where the registered owner of a specified vehicle intends to discard of that vehicle as waste, they are required to deposit that vehicle at an ATF for disposal. Vehicles brought to ATFs for disposal should contain all essential components, and not have any additional waste included in them.
Certificates of Destruction
Since the 1 January 2007, all End-of-Life Vehicles deposited at ATFs for disposal are allocated a Certificate of Destruction, which is then be issued to the registered owner, the local authority or An Garda Síochána. All details relating to the certificate are recorded on the National Vehicle File.
