To qualify for RAS you must:

Have a long-term housing need

Be in receipt of Rent Supplement for at least 18 months
- Must be on the Housing waiting list
You cannot join the Scheme if:

You are not in receipt of Rent Supplement

You are a Non-National who does not have permission to remain in the state permanently
- You are an Asylum Seeker
If you meet these requirements, you may transfer to RAS in your existing accommodation if:

The quality of your accommodation meets Housing Standards for Rented Houses Regulations 1993-2009

Your landlord agrees to join the scheme and is registered with the Private Residential Tenancies Board

Your landlord is tax compliant

Your accommodation is suitable to your family’s needs
If your current accommodation does not meet the requirements for RAS, you can continue to live there and receive Rent Supplement, however you can source alternative private rented accommodation that is of an appropriate rent and meets the above requirements. The Council will assist you where possible and may already have a suitable, vacant property.
You are entitled to refuse up to two offers of accommodation within twelve months. If you refuse the second offer, your Community Welfare Officer will be informed and your Rent Supplement may be suspended for a period of twelve months.
In the interest of good Estate Management, detailed background checks are carried out by the Council on all potential RAS clients.
How to apply:
Under the latest set of Housing Regulations all of those eligible for RAS will be dealt with in order of where they are on the Social Housing Support waiting-list.
If you do not currently have a Social Housing Support application with this local authority and have been in receipt of Rent Supplement for more than 18 months and are living in the Dún Laoghaire-Rathdown area and would like to be considered for RAS in the future, please download the Housing Support Application and submit to the Housing Department at your earliest convenience.
