Charges will be waived on the following basis:
Value of Waiver:
100% waiver of standing charge only will be granted where the income of applicant’s household does not exceed the limit at (A) or (B) below as appropriate.
An additional waiver of €120 will apply where a household in receipt of an €80 waiver (total waiver for the year €200) comprises solely of:
- A couple and 4 or more dependent children
or - A single parent and 3 or more dependent children.
Multi-Occupancy
Charge has to be paid by Management Company/Owner but waiver application will have to be applied for by householder.

Basis of Determination of Eligibility for Waiver
Eligibility for a waiver will be determined on the basis of annual nett income of the household but incomes of earners other than Householders will be limited to €40 per week per person or €20 per week where person is in receipt of not more than the equivalent of the maximum personal rate of Unemployment Assistance. The full income of other earners will be taken into account where this is to the benefit of the Applicant i.e. where there are three or more adults in receipt of income, two full incomes to be assessed, plus €40 or €20 as appropriate.

Allowances
An allowance of €29.80 will be made for each dependent child.
A dependent child is one who is not in receipt of any income in its own right (children on a FÁS organized course or in receipt of Social Welfare payments are not dependent children).
The following basis will be used for assessment purposes:
- Householders in Employment
P.60 for year ending December, 2009 to be submitted. - Householders on long term Social Welfare
It will be assumed that this position will continue for 2010. - Householders on short term Social Welfare
Householders will be asked to submit their application at year end, with relevant income certificates. These Householders will be advised that they should pay the charges and seek a refund at the end of the year if applicable. - Householders who are self-employed
Certified income and expenditure accounts for year ending December 2009 to be submitted.
Nett Income
In assessing Nett Income:
- Income from investments will be the nett income (i.e. after the deduction of tax) credited or paid.
- Earnings after any deductions for PAYE and PRSI are made.
- Income from Boarders etc:
- Full Board – 25% will be taken as income
- Partial Board – 50% will be taken as income
- Rents received from lettings of garages, etc., will be assessed in full.
The following will be disregarded in assessing Nett Income
- Child Benefit
- Social Welfare Rent Allowance
- Any other Allowance to meet a specific outgoing of an unusual type (e.g. for medication)
- Disability Allowance
Income Limits
(A) Single Person – Maximum State Pension (Contributory) and Living Alone Allowance
(B) Two or more Adults – Maximum State Pension (Contributory) X 2.
The above limits apply after deducting allowances for dependent children.
The single Person’s limit at (A) above will apply where there is only one Householder living alone.

Hardship Clause
If in the opinion of the County Manager, having regard to household circumstances, the payment of charges would result in severe financial hardship or if exceptional circumstances prevail, a waiver or an additional waiver over and above that which the applicant would normally be entitled to under this scheme, may be granted.
