Litter Management
Dún Laoghaire-Rathdown County Council employs six litter wardens who enforce the Litter Pollution Acts and the Waste Management Acts.
Litter offences can be reported to the Litter Management Section and all reports will be investigated.
Under the Litter Pollution Acts, 1997- 2009, residents are obliged to keep the land in front of and adjacent to their premises free from litter - such as your front garden and grass verges.
Additionally, any land in view of a public place must be kept free from litter.
Each of the six litter wardens covers an electoral ward in the county.
If your residents’ association or community group would like advice from your area’s litter warden, a meeting can be arranged through the Environmental Awareness Section.

Litter Management Plan
In accordance with section 10 of the Litter Pollution Act 1997, each local authority is required to adopt a Litter Management Plan within its functional area.
Following a review of the Litter Management Plan 2009 – 2011, the Council has now drafted the Litter Management Plan 2012 – 2014.
This plan includes information on litter prevention and control activities, and sets out the Council’s objectives to tackle the problem of litter pollution.

Litter Bins
The Litter Management Section is responsible for the emptying of the litter bins in the County, with the exception of bins in public parks which are dealt with by the Parks Section.
If you notice a damaged bin or an overflowing bin please contact the Litter Management Section to arrange for its repair or emptying.
While it is regularly requested to install extra litter bins around the different areas, the Council does not have the resources to service any extra bins at the moment.
Cigarette Butt Litter
To help combat cigarette litter, all new litter bins provided by the Council are now fitted with built-in cigarette/chewing gum trays as standard.
The Bye-laws for the Prevention and Control of Litter 2009 also address cigarette-related litter.
Graffiti
The owners/ occupiers of any property are responsible for ensuring that it is kept clean and clear of graffiti or other defacements.
Please report incidences of graffiti when they happen.
In response a litter warden will visit the premises and instigate its removal.
The Council provides self-help graffiti kits for residents associations/ community groups.
These kits are designed to remove graffiti from shutters and windows.
