dlr Arts Office would like to invite submissions to tender for a Music Development Programme for primary school children and teachers.

It is envisaged that dlr Arts Office will appoint one organisation that will facilitate and organise the music development programme on behalf of the arts office for the duration of one academic year subject to funding.

Background:

dlr Arts Office has established the highly regarded programme for primary school children and teachers Creative Classrooms*. At present this programme’s primary focus is Visual Arts. In partnership with Blackrock Education Centre, dlr Arts Office is looking for an organisation to develop, manage, facilitate and administrate (in conjunction with Blackrock Education Centre and dlr Arts) a music programme for both the teachers and children of our county for the academic year 2010/11.

The emphasis should be placed on process based play, creativity and learning through music. While links and an understanding of the curriculum are encouraged, it is important that the chosen organisation has an understanding of process-based creativity and is not solely concentrated on performance or the current primary schools music curriculum.

Programme requirements:

• We propose that the music development programme would be open to all primary schools of dlr county and that there is an open selection process in partnership with Blackrock Education Centre. (Details of current structure for similar call outs attached).

• The programme will take place in each of the 10 chosen schools and one class from each will engage in programme.

• The proposal should detail the methodologies that will be used to engage fully in a collaborative manner with both the children and teacher through music.

• Full costings should be detailed for delivery of programme.

• Administration of the programme is in conjunction with dlr Arts Office and Blackrock Education Centre but must be accounted for by the appointed organisation.

We emphasise that this programme should be developmental in nature and not performance based. The ethos and methodologies employed by the chosen organisation should reflect this way of working.

• The organisation that will be delivering this programme will be required to have Public Liability Insurance to the value of €6.5 million and Employer’s Liability to the value of €13 million. Copies of all relevant insurance policies, with the expiry date printed on them will be required by the Education and Community Co-ordinator before commencement of the programme.

• The organisation will be required to comply with all child protection guidelines as set down by dlr Arts office and all facilitators will be required to be Garda vetted prior to commencement of programme.

Creative Classrooms: Call Out Structure

• Information regarding Creative Classrooms is sent to the schools within the County via Blackrock Education Centre.

• The schools are invited to nominate a teacher who has particular interest in visual arts and who is willing to participate in the 4 professional development sessions outside of school hours in Blackrock Education Centre. The teacher also agrees to fully engage with the programme and subsequent evaluation.

• The teacher then submits an application form and 10 teachers are selected. The selection of the chosen teachers is based on geographical spread and order of receipt of application. Preference is also given to schools that have not participated in the programme in the past.
